Policy & Regulations

EWURA guidelines, TPDC policy frameworks, and the Petroleum Act 2015 governing Tanzania's natural gas sector.

EWURA Guidelines & Regulations

EWURA (Energy and Water Utilities Regulatory Authority) regulates Tanzania's natural gas sector by setting standards, ensuring competitive pricing, and issuing licences for midstream and downstream activities.

Licensing & Compliance

Individuals or entities must hold a valid licence from EWURA to conduct gas service work β€” including installation, maintenance, and handling of natural gas systems.

Petroleum (Natural Gas Pricing) Regulations, 2020

EWURA monitors and regulates natural gas pricing to ensure affordable and reliable supply across Tanzania's domestic and industrial markets.

Third-Party Access

Licensed transporters of natural gas must facilitate third-party access to pipelines and gas infrastructure, ensuring a competitive and open market.

Technical Standards & Safety

Guidelines focus on safety in the storage, transportation, distribution, and marketing of natural gas, including requirements for sound materials in gas fittings.

Regulatory Monitoring

EWURA monitors gas quality to ensure compliance with national standards. Regulations primarily arise from the Petroleum Act of 2015.

πŸ›οΈ TPDC

TPDC Policy Framework

The Tanzania Petroleum Development Corporation (TPDC) operates under the National Natural Gas Policy of 2013 and the Petroleum Act of 2015 to manage development, infrastructure, and commercialisation of natural gas.

Domestic Market Priority

Primary focus is on utilising natural gas for the domestic market β€” ensuring energy supply for industrial use, power generation, and residential consumption over export.

Infrastructure Ownership

TPDC is responsible for building and owning natural gas infrastructure, including processing facilities, transmission pipelines, and distribution networks.

Natural Gas Aggregator

TPDC acts as the exclusive buyer and seller of natural gas produced in Tanzania (onshore, shallow-shore, and offshore) to facilitate efficient, centralised supply.

Local Content Promotion

Policies emphasise local content and capacity building. Companies operating in the sector must submit local content plans and progress reports.

Separation of Functions

While TPDC manages commercial aspects, regulatory oversight is maintained separately by EWURA to ensure independent checks on the sector.
